Clear advice for complex infrastructure projects.
Eland is an infrastructure advisory practice delivering clear, practical advice across the project lifecycle. Led by Kumbi Nzenza, Eland advises public and private sector clients on complex infrastructure projects, combining engineering and commercial judgement with disciplined delivery.
Advice shaped by experience across contractor, client and advisory roles.
Kumbi has held roles across several perspectives in infrastructure delivery: the contractor pricing the work, the contractor delivering the work, the adviser to the State, and the technical reviewer for the financier. Eland's advice is built on understanding what each of these parties is deciding, the risks they carry, and what they are trying hard not to get wrong. These perspectives have been developed over an 18-year career with organisations including CPB Contractors, WBHO, Webuild, Acciona, Major Road Projects Victoria (MRPV) and others.
Winning work that can actually be built for the price bid, and protecting the margin once it is.
How Eland reads itEland knows what a bid can stand behind, because it has priced the risk and then had to deliver against it.
Value for money and program certainty they can defend publicly, without carrying the delivery risk themselves.
How Eland reads itContractor-grade foresight on what will fail in delivery, handed to the owner, without the contractor's reasons to keep it quiet.
Certainty of outcome against a commercial deadline, where every week of delay is revenue not yet earned.
How Eland reads itEland understands what a private owner needs from delivery: speed, capital discipline, and no surprises late in the program.
Confidence that the methodology, program and design they underwrite will hold across the life of the concession.
How Eland reads itEland reads technical risk the way a financier needs it read: deliverable or not, bankable or not, said plainly.
Independent commercial and engineering judgement, with no side of the table to protect.
Because Kumbi has worked as a contractor, an adviser to the State, and a reviewer for the SPV, Eland can tell each party how the other side is likely to respond, and where a plan will hold or fail.
Advisory across the full project lifecycle.
Eland works with contractors and consortia, public and private owners, and the SPVs and financiers behind them. Four service areas, spanning bid strategy through to commercial close-out.

How the commercial model shapes the risk.
Every procurement model allocates risk, collaboration and governance differently, and each one changes what good advice looks like. Eland has worked inside the models used across Australian infrastructure, and understands how each shapes commercial behaviour and project outcomes.
Kumbi has run the tender workshop as the bidder, and scored it as the State's advisor.
Because Eland has been the party across the table, it already knows how that party is likely to respond.
Direct, independent, and grounded in delivery experience.
Kumbi provides senior leadership and stays accountable for the advice.
Advice tested against how the other party is likely to respond.
A clear read on where a plan holds and where it doesn't, said plainly.
Buildability judgement and commercial judgement, held together rather than split across separate advisers.

What Eland brings to a project.
Advisory and delivery across the full infrastructure lifecycle, from bid strategy and constructability through to delivery leadership and commercial close-out, and across every procurement model used in Australian infrastructure.
Four service areas.
Constructability Advisory
Find the flaws in a plan before they reach site.
Constructability advice is worth most before commitments are made. Eland engages early: reviewing estimates, programs and staging, testing compliance against contract, specification and tender documents, and identifying where assumptions will fail under site conditions. Also available as an embedded challenge or Tiger team within a contractor's own review.
- Estimate, program and staging reviews
- Compliance review against contract, specification and tender documents
- Program and sequencing development
- Estimate and forecast development
- Construction staging and methodology assessment
- Challenge team and Tiger team participation
- Risk identification and technical flag reporting
Precontracts & Bid Management
Win work that can be delivered on the terms bid.
Most contracts are won or lost before an engineer reaches site. Eland shapes the bid, from methodology and commercial structure to risk allocation and presentation, so the work is both competitive and deliverable. That comes from experience writing bids and reviewing them from the other side of the table.
- Client workshop and Interactive Tender Workshop facilitation
- Bid document development, writing and management
- Commercial, construction, risk, design and program reviews
- Construction staging and methodology development
- Design and engineering management during the bid phase
- Returnable schedules, qualifications and assumptions
- Bid presentations
- Precontracts advisory across D&C, ECI, Alliance and PPP
Project Management
Delivery leadership from mobilisation to close-out.
The difference between a project manager who manages paperwork and one who manages outcomes. Eland sets projects up properly, keeps delivery on track, and meets commercial and contractual obligations at every stage, across Construct Only, D&C, Alliance, ECI and PPP.
- Project management plan development and mobilisation
- Early works management and team set-up
- Day-to-day team management and contract administration
- Client management and progress reporting
- Contractor coordination and performance management
- Construction phase services management
- Commercial close-out and defects management
Infrastructure Advisory
Independent advice while the direction is still open.
Technical and strategic advisory for owners, government agencies and financiers, at the planning and procurement stages where direction is still flexible, and the delivery stages where an independent perspective matters most. Eland operates in the technical rooms and the commercial ones alike.
- Client-side technical and strategic advisory
- Procurement strategy and bid-process guidance
- Independent constructability and technical review
- Traffic, civil, commercial and program advisory
- Assurance and reporting to boards and financiers

Contractors, owners and financiers.
Bid strategy, constructability and delivery leadership that wins deliverable work.
Independent constructability and value-for-money challenge, on the owner's side.
Technical review of the methodology, program and design you are asked to underwrite.
Roles on the contractor, client and advisory sides.
These are roles Kumbi has held across an 18-year career, at CPB, Acciona, Webuild, WBHO, Thiess and others. They are the perspective Eland's advice is built on, not projects Eland delivered as a practice.
Engaged to support a major commercial claim on a large and complex active PPP project. Undertook forensic review of engineering decisions, contractual positions and project records across an eight-year delivery period, producing structured analysis to support the commercial and legal team.
Project management across the ECI and D&C phases of a $600M data centre delivery: project management plans across all disciplines, delivery frameworks, and integration across construction, design and commercial teams.
Led tender development for pump station, rising main and dam oxygenation works, delivering a competitive hard-dollar bid balancing aggressive pricing with realistic allowances for program certainty and no surprises in construction.
Member of the successful bid team, and Construction Manager for surface works in the Primary Package, managing package interfaces and traffic solutions through to contract close.
Delivered the Derrimut Road duplication: 4km of road, bridge widening over regional rail, twin bridges and six major signalised intersections, leading a team of 15 across multiple disciplines.
Developed construction methodology, staging and sequencing for the TOC submission. Ran subcontractor market engagement and returnable schedules, and engaged the client (SRLA) through Interactive Tender Workshops.
Supported the Construction JV through the TOC phase and into delivery, led the construction challenge team to drive value-for-money and reduce the TOC submission, and delivered the project-wide early works.
Supported MRPV project teams in the pre-TOC and TOC phases: staging, cost-effective methodologies, reference-design review and value engineering. Part of a challenge team ensuring project solutions delivered best value for money for the owner.
Advised the Special Purpose Vehicle in the RFP phase of the $11B metro PPP, part of a challenge team reviewing the contractors' proposed methodology, program and design against value for money and environmental, cultural and community impacts.
The complete chronology, from 2008 to today, is set out in Kumbi's full profile.
Download the full profileAn approach built on delivery experience.
Having priced work as the contractor, delivered inside the alliance, and advised both the State and the SPV changes the advice you get, not just its credibility. Advice is tested against how the other side is likely to respond.
He has run the tender workshop as the bidder, and scored it as the State's advisor.
That is why Eland's returnable schedules and qualifications are both competitive and defensible. Kumbi knows what a State assessor marks against, because he has marked. He knows what a bidder can stand behind, because he has bid. Advice built for only one side of that table is either uncompetitive or undeliverable. Eland builds it for both.
One perspective, applied across the lifecycle.
On the West Gate Tunnel PPP, a forensic review of eight years of records held up under scrutiny, because someone who has managed delivery can reconstruct why an engineering decision was made, and whether a claim genuinely stands. Delivery experience is what separates a defensible claim from an expensive one.
See the role in the track record →Advising the State on the Suburban Roads Upgrade, Kumbi could flag which reference-design assumptions would fail in delivery: contractor-grade foresight, given to the owner, with none of the contractor's incentive to hide it.
See the role in the track record →Direct involvement at every stage.

The engineering and commercial credentials together are the point: the same person carries the buildability judgement and the commercial judgement, so the advice never has to be handed between two people who each see half the problem.
Founder-led, and directly accountable.
Eland is led by its founder. Kumbi provides senior leadership, technical oversight and commercial judgement across its engagements, and remains directly accountable for the advice. That does not change as the practice grows: senior judgement stays close to the work, and engagements are taken on for their complexity rather than their volume.
Built for distance.
Eland is a personal totem, a symbol of endurance and quiet resolve in Zimbabwean heritage. The eland is the largest antelope in Africa: powerful, built for distance, and difficult to stop. It is how the practice approaches every engagement.
Kumbi serves on the St Thomas More School Advisory Board, contributing strategic governance and independent oversight in the long-term interests of the school. This reflects the same thoughtful judgement and commitment to good decision-making that underpin Eland's advisory work.
